<div class="ituContainer"> Patricia Cooper is a leading expert on satellite communications, regulation and space policy, and is the founder of the space consultancy, Constellation Advisory, LLC, where she advises smart space and satellite ventures and international projects. </div> <div class="ituContainer"> For six years, Cooper led Government Affairs for the Starlink satellite broadband constellation project at Space Exploration Technologies Corp. (SpaceX), where she secured Federal Communications Commission authorization for a record 12,000 satellites, and market access in more than 30 countries. She advocated for updates to spectrum, telecom competition and space safety regulations in the US and around the globe to support the coming generation of satellite networks. Today, Starlink serves over 2 million users worldwide with a constellation of over 6,000 satellites in over 70 countries. </div> <div class="ituContainer"> Prior to SpaceX, Patricia was an executive at geostationary satellite fleet operator Intelsat and as for nearly 7 years, President of the Satellite Industry Association (SIA), the leading trade organization representing U.S. satellite operators, manufacturers and service providers. At SIA, Patricia advocated in regulatory and national security arenas, for fair trade and competition rules internationally, and spearheaded a successful bipartisan, bi-cameral legislative initiative to reform satellite export control legislation. Previously, Patricia had served in both the U.S. Federal Communications Commission and the Department of Commerce, and led international outreach at two start-ups, CoreExpress, an Internet fiber infrastructure play and PanAmSat Corporation, a disruptor in the early satellite services market. </div> <div class="ituContainer"> Patricia holds a Master’s Degree with Distinction in International Economics from the John Hopkins University School of Advanced International Studies and a Bachelor’s Degrees in Political Science and German from Kansas State University (summa cum laude, Phi Beta Kappa). </div>    

Isabelle Mauro is Director General of the Global Satellite Operators Association (GSOA) that represents the interests of the satellite industry ecosystem. Under Isabelle’s leadership, GSOA and its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive, sustainable and secure society – vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the full potential of the 5G & 6G ecosystem. Isabelle has 25 years’ experience in the Telecoms and Technology sector, starting at the GSMA, where she was responsible for International & External Affairs for fifteen years. In 2015 she moved to New York to join the World Economic Forum as Head of the Information, Communications and Technology (ICT) Industry. Isabelle is passionate about inclusion and sustainability. She is a Commissioner of the UN Broadband Commission for Sustainable Development. She also sits on the Advisory Board of Women in Tech.

Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU and CEPT. Chris has closely engaged for the UK on key European regulatory initiatives in the field of electronic communications and has participated for many years in various European spectrum groups. Chris also leads UK engagement with the ITU and led the UK delegation to WRCs in 2023, 2019, 2015 and 2012. From 2019-2024, Chris was Chair of the CEPT Electronic Communications Committee (ECC) and a co-President of CEPT, during which time he oversaw the development of various key spectrum initiatives in Europe. Chris is also a Board Director of the International Institute of Communications (IIC) and in 2024 was appointed Treasurer of the IIC. Chris has more than 25 years’ experience of working on spectrum and communications regulation, both at Ofcom and its predecessor (Oftel). He has a degree in mathematics and statistics from Manchester University.

As Chief Regulatory Officer for the GSMA, John Giusti is responsible for leading the organisation’s public policy and industry advocacy agenda with governments, regulators and international institutions, as well as overseeing the work of the GSMA Mobile for Development Foundation and engaging with key development organisations worldwide. Prior to joining the GSMA in 2011, John spent 17 years at the US Federal Communications Commission (FCC), working in a variety of capacities. Most recently, he served as chief of staff and senior policy advisor to Commissioner Michael Copps, where he provided legal, strategic and policy support to the Commissioner on all major agency actions, including the implementation of the National Broadband Plan. He also previously ran the FCC’s International Bureau, where he managed the agency’s relationships with its foreign counterparts and served as its chief negotiator at meetings of the International Telecommunication Union, the Inter-American Telecommunications Commission and other multilateral organisations. John was educated in the United States, earning a Juris Doctorate from Boston University School of Law and a Bachelor of Science in Telecommunications from the University of Florida. He has been a member of the Massachusetts bar since 1994.

<span data-contrast="none">Victor Kweka is a seasoned telecommunications engineer with over two decades of professional experience in the field of electronic communications and radio frequency spectrum management. He currently serves as Manager of Spectrum Management at the Tanzania Communications Regulatory Authority (TCRA), where he is responsible for the efficient management and regulation of radio frequency spectrum resources for both terrestrial and space radiocommunication services.</span><span data-ccp-props="{"134233117":true,"134233118":true,"201341983":0,"335551550":6,"335551620":6,"335559740":276}"> </span> <span data-contrast="none">He has actively participated in regional and international forums on spectrum management and has undertaken leadership roles in technical and regulatory discussions concerning radio frequency spectrum policy and governance. In particular, he served as Chair of the SADC preparatory process for the </span><span data-contrast="none">International Telecommunication Union (ITU) World Radiocommunication Conference 2023 (WRC-23)</span><b><span data-contrast="none">,</span></b><span data-contrast="none"> held in Dubai, United Arab Emirates, where he led the coordination of regional positions and contributed to the development of common proposals on key agenda items.</span><span data-ccp-props="{"134233117":true,"134233118":true,"201341983":0,"335551550":6,"335551620":6,"335559740":276}"> </span> <span data-contrast="none">Mr. Kweka has been involved in the development and strengthening of the legal and regulatory framework for the communications sector in Tanzania. His contributions include participation in the formulation of key regulatory instruments and guidelines, including the Guidelines for Provision of Direct-to-Mobile Satellite Services, Guidelines for Earth Stations in Motion (ESIM), and the Guidelines for Satellite Landing Rights Authorization in Tanzania, aimed at supporting emerging technologies while ensuring compliance with international regulatory standards.</span><span data-ccp-props="{"134233117":true,"134233118":true,"201341983":0,"335551550":6,"335551620":6,"335559740":276}"> </span> <span data-contrast="none">He holds a Master of Science in Communication Engineering from the University of York, United Kingdom, and a Bachelor of Science in Telecommunication Engineering from the University of Dar es Salaam, Tanzania.
