Mr Alexandre (Sascha) Kholod

It is with profound sadness that we announce the untimely loss of Mr Alexandre (Sascha) Kholod, Chairman of the Conference Preparatory Group of the European Conference of Postal and Telecommunications Administrations (CPG), who sadly passed away during the weekend.

Alexandre was an esteemed colleague and a valuable contributor to the work of the Union, particularly in the Radiocommunication Sector. His presence and expertise were highly regarded by the ITU membership and secretariat.

As Deputy Head of the Swiss delegations to WRC-15 and WRC-19, he participated with great competence and commitment to representing the positions of his adopted country. Owing to his experience and know-how, in 2020 he was elected chairman of the Conference Preparatory Group of the European Conference of Postal and Telecommunications Administrations (CEPT), which is currently working on the preparation of WRC-23.

As the Head of International Frequency Planning at BAKOM/OFCOM, the Swiss regulatory authority, Alexandre was a prominent and influential figure in frequency spectrum management across Europe and at the international level for numerous years. He joined OFCOM’s Radio Fundamentals Section in 2001 as a spectrum engineer after obtaining a doctorate in physics/mathematics in his home country of Belarus and a post-doctoral qualification in research management at the Université de la Méditerranée in Marseille. Since 2012, he had been working as Head of the International Group in OFCOM’s Frequency Planning Section.

With Alexandre’s passing, we have lost a dear friend who will always be remembered as a warm, kind, cheerful and committed colleague whose professional and human qualities we greatly appreciated. He will be sorely missed.

We offer our deepest sympathies and sincerest condolences to Mr Kholod’s family, his wife and children, and to his friends and colleagues at BAKOM/OFCOM and in the radiocommunications sector globally.
May he rest in peace.
