Professor Celeste Saulo was appointed as the first female and South American Secretary-General of the World Meteorological Organization (WMO) by the Nineteenth World Meteorological Congress (Cg-19). Her four-year term began on 1 January 2024. Prior to this, she served as the Director of the National Meteorological Service of Argentina since 2014 and was the First Vice-President of the WMO.
Professor Celeste Saulo has been the Director of the Argentinean National Meteorological Service (SMN) and Permanent Representative of Argentina at WMO since July 2014. She was elected to the WMO Executive Council in June 2015. She has been a member of the WMO World Weather Research Programme (WWRP) Scientific Steering Committee since 2011 and has served on various WMO panels related to her field of knowledge. She is full professor at the University of Buenos Aires and research scientist at the National Council for Scientific and Technical Research.
As the Director of the Argentinean National Meteorological Service, she has pursued its modernization based of the three axes: enhancement of monitoring, of quality of forecasts and of communications with society. Thus, she has given rise to interinstitutional and interdisciplinary effort and dedication to contribute to the commitments made by the country with regards to the 2030 Agenda for Sustainable Development and the Sendai Framework.
Under her direction, the Argentinean National Meteorological Service has been a venue for various capacity development activities for Meteorological and Hydrological Services of developing countries, with a specific focus on training in accordance with the country’s role of Regional Training Centre.
Her intervention in regional and international activities is extensive, mainly oriented towards capacity building at the regional level and to the inclusion and integration of the younger generations of scientists in all relevant areas. A proof of that is the creation of the WMO YESS (Young Earth System Scientists) Office at the Argentinean National Meteorological Service.

Doreen Bogdan-Martin

With over three decades of leadership experience in global telecommunications policy, Ms. Bogdan-Martin has emphasized the need for digital transformation to achieve economic prosperity, job creation, skills development, gender equality, and socio-economic inclusion, as well as to build circular economies, reduce climate impact, and save lives. Her historic election by ITU Member States in September 2022 made her the first woman ever to head the nearly 160-year-old organization. Known for mobilizing innovative partnerships, she aims to promote meaningful connectivity, intensify cooperation to connect the unconnected, and strengthen the alignment of digital technologies with inclusive sustainable development.

Philippe Aubineau

<strong>Mr. Philippe Aubineau</strong> is Counsellor at the Radiocommunication Bureau (BR) of the International Telecommunication Union (ITU).
He is responsible since June 2006 for ITU-R Study Group 1 on Spectrum Management and the Conference Preparatory Meeting for the World Radiocommunication Conference (WRC).
Previous to taking up his current duties, he worked as radiocommunication engineer at the France Telecom research centre where he was in charge of international frequency planning, coordination and registration for satellite networks. He then joined the Space Services Department of the BR. Since 1995, he participated with increasing level of responsibility in all the WRCs which review and revise the Radio Regulations – the international treaty governing the use of the radio frequency spectrum and the satellite orbit.
Philippe Aubineau graduated from the University of Nice-Sophia Antipolis.
<strong>Vadim Nozdrin</strong> received his degree in Telecommunication Engineering in 1988, a Ph.D. in Spectrum Management in 1999, and a Dr. Habil. in Telecommunication Management in 2019.
From 1988 to 2000, he worked at the Radio Research and Development Institute (NIIR) in Moscow, holding positions of increasing responsibility and ultimately serving as Deputy Director for International Spectrum Management.
In 2000, he joined the Space Services Department of the ITU Radiocommunication Bureau, where his work included preparations for World Radiocommunication Conferences, technical and regulatory application of the Radio Regulations, and expert support for international radiocommunication activities. Since 2010, he has served as Counsellor for ITU-R Study Group 7 (Space science).
He has published more than 60 scientific articles on radiocommunication and spectrum management and has co-authored three monographs.
Paolo Avner

<strong>Paolo Avner</strong> is a Senior Economist with the World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR), where he co-leads the Disaster Risk Analytics and Resilient Infrastructure thematic areas.
His current work focuses on the economics of resilience and disaster risk management in developing countries.
He has worked on a number of analytical products including World Bank flagship reports and is the author of several policy-oriented research papers. Paolo has graduated from La Sorbonne University and from University Paris X – Nanterre as an economist and holds a doctorate from EHESS – École des Hautes Etudes en Sciences Sociales, Paris.
Matteo Emanuelli works as a manager in the Strategic Development & New Markets team at Airbus Defence and Space / Connected Intelligence.
In this role, he defines strategies for next-generation Earth observation (EO) services and sovereign multi-sensor EO systems.
He follows World Radiocommunication Conference (WRC) Agenda Items impacting the commercial Earth observation and has contributed to initiating a global EO industry coordination efforts on WRC topics. Additionally, he chairs the International Astronautical Federation (IAF) Space Systems Technical Committee and formerly chaired Space Generation Advisory Council (SGAC).
Osamu Ochiai

Mr. Osamu Ochiai has experienced for more than 30 years developing Earth observation (EO) satellite data and information system and possesses scientific and technical expertise.
To expand the use of JAXA’s Earth observation satellites data, he has actively advocated throughout his career the use of satellite EO data in various stakeholders in Japan and internationally. Currently, his leading role is to direct all JAXA’s EO research activities holding around 50 scientific and research staff and 25M$/yr budget.
He is also responsible for management of JAXA’s Climate-related initiatives focusing on Water Cycle Management, GHG and Forest monitoring. His deep knowledge of EO and international cooperation has been indispensable not only for JAXA’s EO driving force but also influential for current and future entire EO activities.
He has had the longest experiences in Group on Earth Observations (GEO) since its beginning and in Committee on Earth Observation Satellites, (CEOS) more than 30 years, which are the key multilateral coordination frameworks of EO. He also has firm commitment to promote the use of EO resources to their fullest extent in global agendas such as SDGs, Paris Agreement and Sendai Framework of Disaster Risk Reduction.

Eric Allaix is a telecommunications engineer who has developed his career in spectrum management since 1996. He is now head of the National Frequency Coordination Unit at Meteo-France.
Internationally, he represents Meteo-France in frequency management working groups, including the European Conference of Postal and Telecommunications Administrations (CEPT), Eumetnet, the International Telecommunication Union (ITU) and the World Meteorological Organization (WMO). He has chaired the WMO Expert Team on Radio Frequency Coordination (ET-RFC), as well as international working groups, particularly during World Radiocommunication Conferences (WRCs).

David Franc is currently a support contractor for the National Aeronautical and Space Administration (NASA).
He previously served as the NASA International Spectrum Program Manager, and prior to NASA, he served in multiple spectrum management roles for the National Oceanic and Atmospheric Administration (NOAA).
His career has focused on addressing a wide variety of spectrum issues related to both space-based and terrestrial Earth observation systems. Up until 2025, he was a long-time participant in the WMO Expert Team on Radio Frequency Coordination (ET-RFC).
Dev Jodhun is a Principal Account Manager at Amazon Web Services (AWS), where he serves the U.S. Federal Civilian sector with a focus on the National Oceanic and Atmospheric Administration (NOAA) and the Department of Commerce. He specializes in driving cloud adoption for mission-critical workloads including high-performance computing (HPC), weather prediction, and climate research.
Dev plays a key role in advancing AWS's weather and environmental science strategy, working at the intersection of cloud computing, AI, and meteorological operations. He has been instrumental in engagements around NOAA's next-generation weather prediction capabilities, HPC cloud economics, and the broader modernization of federal scientific computing infrastructure.
A connector across the global weather enterprise, Dev has led several collaborations with leading meteorological organizations including EUMETSAT, the European Centre for Medium-Range Weather Forecasts (ECMWF), the UK Met Office, the Finnish Meteorological Institute, and other international agencies. Through executive convenings and strategic engagements, he has helped foster dialogue between government science leaders and AWS on how cloud and AI can accelerate weather forecasting, climate modeling, and environmental research at a global scale.
Dev is based in the Washington, D.C. metro area.
George Jungbluth

George Jungbluth has served as the Director of the NWS Office of Dissemination since February 2024.
In prior roles, George has served as NWS Chief of Staff (2016-2020) and a Senior Advisor (2021-2022). George has been with NOAA since 2008 and, prior to joining NWS, held leadership positions in the National Ocean Service’s Integrated Ocean Observing System (IOOS) and in NESDIS headquarters. George started at NOAA as an International Affairs Specialist for NESDIS, supporting international data exchange for Earth-observing satellites. In 2020, George also served for nine months as the Deputy Director of the Communications Technology Laboratory at the National Institute of Standards and Technology as part of the Department of Commerce Senior Executive Service Candidate Development Program.
Prior to joining NOAA, George worked in international corporate and financial communications and international development for USAID grantees.
George is a graduate of the American University Key Executive Development Program, a NOAA Leadership Competencies Development Program alumni, and holds degrees in International Relations and Russian Language from the University of Wisconsin. George lives in Silver Spring, Maryland with his wife and two children.

David I. Duncan is a scientist in the Earth System Assimilation section at the European Centre for Medium-range Weather Forecasts (ECMWF), based in Reading, UK.
He works on assimilation of microwave radiances into the ECMWF forecast model, particularly focussed on assessment and assimilation of new satellite observations. David joined ECMWF in 2019, originally as a EUMETSAT research fellow. David earned a PhD in atmospheric science from Colorado State University in 2017.
Kirsti Kauristie

Dr. Kirsti Kauristie’s expertise areas are in high-latitude ionospheric physics: Auroras, their electrodynamics, and variations in the ionospheric electron content.
She works as a scientist in the space weather research group at the Finnish Meteorological Institute. Kauristie represents Finland in the Program Board of the ESA Space Situational Awareness program.
Since 2018 she has served also as the scientific coordinator of the PECASUS initiative providing civil aviation with global space weather advisories according to ICAO standards and practices. Currently Kauristie chairs the WMO Expert-Team on Space Weather.
Yuyan Jin

Yuyan Jin is a space weather forecaster at the National Center for Space Weather of the China Meteorological Administration (CMA).
She holds a Ph.D. in Space Physics from the Institute of Geology and Geophysics, Chinese Academy of Sciences (CAS). Her research focuses on ionospheric effects of space weather, with multiple papers published in international journals.
She is deeply engaged in WRC-27 Agenda Item 1.17 for the current cycle, working on spectrum resource support for space weather monitoring and early warning.
Yann H. Kerr

Yann H. Kerr received the engineering degree from Ecole Nationale Supérieure de l'Aéronautique et de l'Espace, the M.Sc. degree in Electronics and Electrical Engineering from Glasgow University, Glasgow, Scotland, UK, and the Ph.D. degree in Astrophysique Géophysique et Techniques Spatiales, Université Paul Sabatier, Toulouse, France. From 1980 to 1985 he was employed by CNES. In 1985 he joined LERTS; for which he was director in 1993-1994.
He spent 19 months at JPL, Pasadena in 1987-88. He has been working at CESBIO since 1995 (deputy director 1995-1999 and director 2007-2016). His fields of interest are in the theory and techniques for microwave and thermal infra-red remote sensing of the Earth, with emphasis on hydrology, water resources management and vegetation monitoring. He has been involved with many space missions. He was an EOS principal investigator (interdisciplinary investigations), and PI and precursor of the use of the SCAT over land. In 1989 he started to work on the interferometric concept applied to passive microwave earth observation and was subsequently the science lead on the MIRAS project for ESA with MMS and OMP.
He was also a Co-investigator on IRIS, OSIRIS and HYDROS for NASA. He was science advisor for MIMR and Co I on AMSR. He is a member of the SMAP
Science Team. In 1997 he first proposed the natural outcome of the previous MIRAS work with what was to become the SMOS Mission to CNES, proposal which was selected by ESA in 1999 with him as the SMOS mission Lead-Investigator and Chair of the Science Advisory Group. He is also in charge of the SMOS science activities coordination in France.
He has organised the SMOS workshops, and was guest editor on three IEEE Special issues and one RSE. He is currently involved in the exploitation of SMOS data, in the Cal Val activities and related level 2 soil moisture and level 3 and 4 development and SMOS Aquarius SMAP synergistic uses and on the soil moisture and biomass essential climate variable. He is also working on the SMOS-HR FRESCH concepts and is/ was involved in both the Aquarius and SMAP missions. He was nominated Highly cited scientist by Thomson Reuters / Publons in 2015, 2019, 2020, 2021, 2022 and 2023.. On Scopus his h index is 86 and 105 on Google Scholar.

Now he works in frequency management in the Earth Observation Directorate of ESA. There, he supports all ESA Earth Observation missions in matters related to RFI and frequency management.

He regularly participates in the European meetings of the CEPT (European Conference of Post and Telecommunications) and was CEPT coordinator for many WRC Conferences, as well in international meetings of ITU-R, ITU-D and also the ITU Plenipotentiary Conference. He is also an expert on climate change and on space sustainability.
Jean PLA is chapter rapporteur of Chapter 4 (scientific agenda items) for the Conference Preparatory meeting of the next WRC2027.

Natalia Donoho has more than 20 years of experience in Earth observation, meteorological satellite systems and international cooperation. Throughout her career, she has worked to expand access to and effective use of satellite data and products, strengthen national and regional capabilities, and build cooperation among meteorological services, space agencies and other Earth observation partners.
She currently serves as Chief of the Space Programme Section at the World Meteorological Organization (WMO), leading work on space-based observations, radio-frequency spectrum coordination, space weather and capacity development.
Natalia has extensive experience with the Coordination Group for Meteorological Satellites (CGMS) and currently serves as Co-Chair of its Working Group on Data Access and End-User Support, helping advance international coordination on satellite data access, user needs, training and capacity development. She has also worked closely with other major international Earth observation partnerships throughout her career.
Before joining WMO, Natalia spent 16 years with the U.S. National Oceanic and Atmospheric Administration (NOAA) in leadership roles spanning satellite services, international affairs and program management.
She holds a Master of Science in Physical Oceanography and a Master’s Degree in International Affairs and Diplomacy, and is a certified Project Management Professional (PMP®).

<p data-brblocks-orig-node="1">Alexander Kühn is the Head of Section on International and National Spectrum management in the German Federal Network Agency, BNetzA. The section is responsible for spectrum strategies and the authorization for experimental trials.</p>
<p data-brblocks-orig-node="1">Alexander has about 20 years of professional experience in national and international spectrum regulation. Since 2005, his activities focused on international spectrum aspects, in particular participating in CEPT and ITU-R meetings.</p>
<p data-brblocks-orig-node="1">He chaired the WRC preparation of CEPT from 2013 to 2019 and is currently the Chairman of the ITU conference preparatory meeting to WRC-27.</p>
Catherine Prigent

Dr. Prigent received her Ph.D. in Physics from the University of Paris, France, in 1988. Since 1990, she has been a Research Scientist with the Centre National de la Recherche Scientifique (CNRS), based at Paris Observatory. From 1995 to 2000, she was on leave from CNRS and worked at NASA’s Goddard Institute for Space Studies (GISS), Columbia University, New York. She is co-founder of Estellus, a Paris-based small company specializing in satellite Earth observation.
Her research focuses on microwave remote sensing of the Earth’s surface and atmosphere, for global applications.
Her work includes microwave radiative transfer modelling and parameterization (e.g., ocean and land surface emissivity), retrieval of key surface variables (e.g., ocean and land surface temperature, surface water extent, sea ice concentration), and the development of millimetre-wave cloud products.
She is involved in the preparation of several satellite missions and instruments with ESA and EUMETSAT, including the MicroWave Imager (MWI) and Ice Cloud Imager (ICI) on board MetOp-SG and the Copernicus Imaging Microwave Radiometer (CIMR) mission. She belongs to the ESA group European Scientists on Spectrum for Earth Observation (ESSEO).
Renée Leduc is a policy expert who is passionate about translating weather, climate and aerospace topics to decision makers – with a particular focus on RF spectrum policy. Since 2013 she has owned and operated Narayan Strategy, a Washington, DC-based policy consultancy.
Renée started her career as a Fulbright research scholar in Malawi and Zimbabwe and later served as a civil servant in the National Oceanic and Atmospheric Administration (NOAA), advised two NOAA administrators on the agency’s satellite programs and worked frequently with U.S. Congress and the White House.
Renée is an active member of the American Meteorological Society (AMS), serving as a founding member of its Radio Frequency Allocation Committee and the incoming chair of its International Affairs Committee. Renee also received AMS’ Kenneth Spengler Award for advancing the coordination of RF spectrum across the public, private and academic sectors.
Renée has a bachelor’s degree in biology and anthropology from Bates College in Maine and a masters of public policy degree with a concentration in international relations from American University in Washington, D.C.
Bruno ESPINOSA is the Head of the Frequency Management Office at the European Space Agency (ESA), leading the ESA representation to ITU and other international activities, dealing with frequency management.
He is the executive secretary of the Space Frequency Coordination Group. He is also the Chair of ITU-R Working Party 7C, dealing with remote sensors.
Valentin Golovtchenko is Lead, Planetary Solutions Strategy at the World Economic Forum, where he leads a portfolio of initiatives, develops flagship initiatives and reports, and convenes global communities across business, government, academia and international organizations.
His work focuses on space and emerging climate technologies, with an emphasis on creating the enabling conditions needed for them to scale and deliver positive outcomes for economies, societies and the planet.
Before joining the Forum, Valentin worked in the aerospace industry as a management consultant and industrial engineer, specializing in technological innovation, supply chains and manufacturing operations.
